Andy is currently a serving police officer, based with Palmerston North General Duties Branch. He started his law enforcement with the Ministry of Transport in 1981 and when the service merged with the Police in 1992 took up the opportunity to broaden his skill base.
Andy has been a member of the Police Search and Rescue squad for four years and is now the Officer in Charge of the team. He is a member of the Manawatu Branch of the Mountain Safety Council currently holding the Outdoor Leader warrant.
Andy has been associated with EMANZ since April 2006 and has been tutoring Swiftwater Responder and Technician courses for them since March 2007. Andy holds the TPP Certificate of Emergency Management (Level 4), the National Certificate in Civil Defence (Response) Level 2 and a Certificate in Search (Land).
In 2008, Andy was awarded the EMANZ Casual Tutor of the year for his contribution to our programme.
Chris has been involved in the emergency management sector for more than ten years; firstly as a volunteer rescue team member with the Palmerston North City Council’s Rescue Emergency Support Team, then moving into project support and project management roles with the Ministry of Civil Defence & Emergency Management. More recently Chris has worked for the Emergency Management Academy of New Zealand, a division of Tai Poutini Polytechnic, for the past three years and is currently the Acting Head of Department.
Chris holds a Bachelor of Business Studies and a Postgraduate Diploma in Education and Professional Development. Chris has just commenced his Master of Education thesis which focuses on self-image and professional identity of polytechnic tutors. In addition to these qualifications, Chris holds a number of national and provider certificates in emergency management and technical rescue.
As the former Regional Programmes Coordinator for the New Zealand Red Cross (East-West/Central), Craig has a strong background in Emergency Management. His portfolios included the coordination and operational support to nine Red Cross Emergency Response Units and First Aid instruction. Craig has been operationally deployed to events such as the Canterbury Snow Storm, Santoft bush fire and flooding in Charleville, Queensland, Australia. Having worked for the world’s largest humanitarian NGO, Craig has also completed training as a Red Cross delegate for disaster response assignments.
Craig came to the field of emergency management from a career in Outdoor Education and Leadership. He spent four years as the Head Instructor and Programmes Coordinator for the Raukawa Adventure Centre, plus spent four years as the Director of Ropes activities at an American Centre.
Craig holds qualifications in Civil Defence and Emergency Management, Adult Education, Specialist Rescue, Workplace Fire and Emergency, Risk Management and Outdoor Education. Craig is also qualified as a Rescue 3 International, Instructor Preceptor for swift water rescue and rope rescue. Craig currently volunteers for Palmerston North Land Search and Rescue.
Since starting with EMANZ in 2007, Craig has become a key member of the team providing extensive input into the improvement and development of our certificate programme.
Dean’s emergency management experience comes from his voluntary service with the Palmerston North's Rescue Emergency Support Team (NZ-RT4) and as a volunteer ambulance officer in Palmerston North. Previously, Dean was an army driving Instructor with extensive knowledge and skills in light and heavy vehicle operations both on and off road; he has training and operational experience with VIP protection, offensive and defensive driving. Dean draws upon a wide experience of operational driving in various countries around the world, and emergency vehicle driving within New Zealand.
Dean has completed the Certificate in Emergency Management (Level 4), and holds National Certificate in Adult Education & Training, Specialist Rescue (Rope Instructor, Rope Technician), Urban Search & Rescue Operations (Rope Operations, Training and Response Medic), Workplace Fire & Emergency Response, Civil Defence (Response) and is also a qualified Rescue 3 International Swiftwater Rescue Technician. Deans main area of teaching focuses on core skills, aircraft safety, triage and emergency driver training. Dean is also studying the National Diploma in Ambulance as well as the new Tai Poutini Polytechnic Diploma in Applied Emergency Management.
Gabrielle comes to EMANZ with a strong educational background with a Bachelors Degree in Psychology, Graduate Diploma in Teaching, Post Graduate Diploma in Education and is currently completing her Masters in Education through Massey University. She has been involved teaching and assessing unit standards and achievement standards(NCEA) in a secondary school for five years. She has completed the LGITO Certificate in Emergency Preparedness and has recently completed her TPP Certificate in Emergency Management Level 2. Gabrielle is also a member of IAEM, and prior to teaching, managed large IT/Financial Projects for Axa NZ and underwent training as an NZ Army Officer.
Gabrielle has been involved in many community organisations including Surf Life Saving, Youthline and Cadet Corps. Her extracurricular interests include road cycling, triathlon and snowboarding. Her experience in education and her newly found passion for emergency management make her a great addition to the EMANZ team.
Julie has been with EMANZ since February 2007 and came with a wealth of experience and knowledge from the UK. Having spent a professional career in the Royal Navy working within telecommunications and administration roles she has now taken on the role of Administration Officer. Whilst in New Zealand Julie had gain experience in agency work in and around Palmerston North gaining the kiwi knowledge required to make that special person who is often the customer’s first contact with the department be it on the phone or at the reception area.
Julie is the driving force behind course and office administration and she will be continuing her personal development by attending a few of the EMANZ courses to see how they are delivered while also getting to know the industry. She has completed the LGITO Certificate in Emergency Preparedness & FRSITO Workplace Fire & Emergency Response L2.
Julie is a working wife with a son of 15 who attends Palmerston North Boys High School, Julie’s husband Peter is at the RNZAF Base Ohakea as the Safety Advisor, they all reside in Palmerston North and were made New Zealand Citizens in late 2008.
Mike has been actively involved in disaster response, relief and rescue for more than 14 years in New Zealand, Australia, Canada and the United States. Combining solid field experience in medium large scale operations such as Hurricane Katrina, with over 17 years of instructional experience, Mike brings a broad understanding of real-world issues to the classroom.
Mike has been active with 8 different organizations including four national societies of the Red Cross movement, a high angle rescue team, and two land SAR teams. He is currently the Training Officer for NZDART, and a member of the Red Cross Response Team in Wellington.
Mike instructs a number of subjects for EMANZ, including Aircraft Safety, Communications, Triage, Welfare and Casualty Handling.
Robert brings to EMANZ a life-long passion for communication which he has used in several of his previous jobs. Most recently as a Communication Lecturer for the Universal College of Learning (UCOL) teaching a wide range of programmes, including the Diploma in Business Studies and the Certificate in Health, Science & Technology.
Robert has a strong interest in rescue work which began when his dog, Pepsi, showed great aptitude for Search and Rescue work. They trained as a canine search team for over three years. Robert was also an active member of the UCOL Civil Defence team until he left UCOL to come and work for EMANZ.
His qualifications include a Diploma in Primary Teaching, a Certificate in Teaching English to Speakers of Other Languages (TESOL), an Advanced Certificate in Adult Teaching and a Bachelors Degree in Community Work and Social Group Work.
Robert is responsible for the development of teaching, learning and assessment materials for the courses that EMANZ runs as part of the Tai Poutini Polytechnic Certificates in Emergency Management.
Shane brings a diverse range of operational experience from the New Zealand Fire Service, SPCA Animal Rescue Unit and deployments with Palmerston North Civil Defence, both as a team leader and as an Emergency Management Officer for Palmerston North City Council. As the Rescue Manager for Palmerston North's Rescue Emergency Support Team (NZ-RT4) Shane was involved in the Bryans Beach Landslide Operation; Flooding in Charleville, Queensland, Australia and responses to both water and rope rescue operations in the Manawatu. Shane is also a trustee for the NZ Disaster Assistance Response Team.
Shane holds National Certificates in Adult Education & Training, Urban Fire & Rescue Operations, Urban Search & Rescue Operations (Rope Operations, Training and Response Leader), Vegetation Fire & Rescue Services, Workplace Fire & Emergency Response, Specialist Rescue (Rope Instructor) and Civil Defence Operations; as well as a Certificate in Emergency Management and NFPA 1006 Rope, Swiftwater and Animal Rescue Technician qualifications.
Shane delivers many aspects of the Academy’s programmes including technical rescue training and the Certificates in Emergency Management.
After 21 years with the Ministry of Civil Defence & Emergency Management, Tom Roche joins the Emergency Management Academy of New Zealand as the Executive Tutor. Tom primarily manages the design and delivery of national courses that formerly were delivered by the Ministry such as Controller, Public Information Management, Recovery Management, Welfare Management and many other specialised courses.
Tom used to be the Senior Instructor at the former National Civil Defence School "Arahina" and has had significant operational experience both in the field during Cyclone Bola, Edgecombe Earthquake and in the National Crisis Management Centre (Beehive) during many other events including the recent 2004 Manawatu Floods and Bay of Plenty Storm.
Mixed with his qualifications in Emergency Management and Tertiary Teaching, Tom brings a wealth of experience and wisdom to the Academy.
