Angela Rainham

PROGRAMME ADMINISTRATOR

Angela joined the permanent Emergency Management Department team as a Programme Administrator after spending time as a Temporary Administrator for the Search and Rescue Programme.

Prior to joining the department team, Angela spent 11 years working in administration and education roles both in New Zealand and overseas.

Angela’s qualifications include a Bachelor of Commerce (Management) and a Bachelor of Physical Education from Otago University and a Graduate Diploma in teaching from Massey University.

Angela enjoys the outdoors for sport and recreation and appreciates knowing that New Zealand has well trained rescue personnel there as a safety net should anything ever go wrong.

David Mason

TE TAKAWAENGA/KOHINGA MATAURANGA (MAORI DEVELOPMENT AND SUPPORT OFFICER), KAIWHAKAAKO (TUTOR)

David was employed in his first role at TPP in 2006 as “Development Officer – Maori Education and Training”. His role changed and developed in 2007 to: “Te Takawaenga/Kohinga Matauranga (Maori Development and Support Officer), Kaiwhakaako (Tutor). His new role is to provide guidance and support for; Maori and Pacific Island students enrolled in programmes and courses at Tai Poutini Polytechnic, ceremonial and other occasions that require Maori protocol and to coordinate the development and maintenance of Maori course content across the polytechnic and throughout Te Tai Poutini.

Jan Pryor

EMERGENCY MANAGEMENT TUTOR

Jan was a Casual Tutor for EMD before joining us full time as an Emergency Management Tutor, focusing on CDEM courses.

Jans previous role was with Whakatane District Council where for five years she held the position of Eastern Bay of Plenty Emergency Management Coordinator.

Jan has a background in enforcement, having spent five years with Toi Te Ora Public Health in a Health Promotion role working in Liquor Licensing enforcement, and nine years as a Constable with the Whakatane Police.

Jan holds a Postgraduate Certificate in Emergency Management through Auckland University of Technology and a Certificate in Emergency Management (Level 4).

Julie Healy

DEPARTMENT ADMINISTRATOR

Julie has been with the Emergency Management Department since February 2007. She came with a wealth of experience and knowledge from the UK, having spent a professional career in the Royal Navy working in the area of telecommunications and administration. Once in New Zealand, Julie gained experience in agency work in and around Palmerston North obtaining the Kiwi knowledge required to make that special person who is often the customer's first contact with the department.

After spending four years as the Programme Administrator, she has now taken the role of Department Administrator, a role she is really looking forward to getting to grips with.

Julie is the driving force behind the office administration. She has completed the LGITO Certificate in Emergency Preparedness, and FRSITO Workplace Fire and Emergency Response Level 2

Kathryn Prime

STUDENT SERVICES CO-ORDINATOR

Kathryn is a new recruit to the West Coast moving from Auckland in May 2011. She is loving the change of pace and all the outdoor activities the Coast has to offer.

Education is a passion for Kathryn. She has a Master’s Degree in Sociology, a Post Graduate Diploma in Business and Management and is currently working toward a Counselling Diploma studying part time extra-murally. All that study helps in her role as Student Services Co-ordinator as she is well aware of what it is like to be a student and how to cope with the pressures of studying, completing assignments and sitting exams.

As a newcomer to the West Coast you will often find her out bushwalking and exploring the beautiful scenery. Her hobbies include music, movies and swimming.

Mike Owen

HEAD OF DEPARTMENT

Mike comes to us from a career with the NZ Defence Force. He joined the Army as a fire fighter and progressed through various trade appointments to be the Fire Master (Chief Fire Officer) at Linton Camp. Mike went on to be the EM advisor to the Chief of Defence Force and was involved in HADR in the SW Pacific and SW Asia. Over the last 2 years Mike was in charge of the Army Fire Service. Mike has been a member of the National Rural Fire Advisory Committee and the Rural Fire Research Advisory Committee and is currently on the board of EMQual.

Noel Mingins

EMERGENCY MANAGEMENT TUTOR

Noels skills within Emergency Management are very diverse having been involved from a voluntary capacity as a Civil Defence Volunteer, volunteer Fire Fighter since 1975, in more recent times within the roles as an Em...ergency Management Coordinator for the Ruapehu District Council where the role requires skills in both Civil Defence Emergency Management and as the Principal Rural Fire Officer. Previous to that role a short term with EMD where Ihe setup the first cohort for the Diploma in Applied Emergency Management and prior to that as the Emergency Management Officer for the Tararua District Council where the two functions of CDEM and Rural Fire were also required. Within the Emergency Management sector the ability to train and pass on information is a requisite that is required to ensure that communities are better prepared and becoming more ‘Resilient’ to the hazards which they may have to interact with.
He holds a number of National Certificates in Rural Fire and a Post Graduate Diploma Emergency Services Management through Massey University

Peter Healy

PROGRAMME LEADER (OPERATIONS)

After 30+ years in the UK Royal Navy and several years in the Royal New Zealand Air Force as a Safety Advisor and Subject Matter Expert (SME) in Emergency Management and Response. Peter brings an enormous amount of real time experiences with international operations working in the Arctic circle, temperate and tropical climates from air, sea and land dealing with humanitarian aid and peace keeping duties. in 2002 Peter received the QCVS (Queens Commendation for Valuable Service) for operations after 9/11.

Peter arrived in New Zealand in 2004 with his wife Julie and son Matthew. Peter has a long involvement with the Emergency Management training programme: he introduced and coordinated the RNZAF Fire Fighters to take on the Level 2 and 4 EM Certificates, achieving the Training Coordinator of the year award given by EMD. Peter became a casual tutor teaching CIMS, Fire, BA and Welfare. He has various qualifications and National Certificates in Fire and Rescue Services, Airport, Urban, Workplace Fire and Emergency, CDEM, Occupational Health and Safety and Computing. He was one of the first in NZ to hold the International Qualification in Occupational Safety and Health (IOSH - NEBOSH). More recently Peter, attended training courses in the USA and at the Institute of Emergency Management in Australia (Mount Macedon).

Pic Neilson

DISABILITY CO-ORDINATOR

Pic became a member of the Tai Poutini Polytechnic staff in 2008, her role as Disability Co-ordinator sees her striving to provide a welcoming and supportive learning environment for all students. Pic brings a great deal of experience to her position and we look forward to watching her grow and develop within TPP.

Robert Schraders

PROGRAMME LEADER (ACADEMIC)

Robert brings to the Emergency Management Department a life-long passion for communication which he has used in several of his previous jobs. Most recently as a Communication Lecturer for the Universal College of Learning (UCOL) teaching a wide range of programmes, including the Diploma in Business Studies and the Certificate in Health, Science & Technology.

Robert has a strong interest in rescue work which began when his dog, Pepsi, showed great aptitude for Search and Rescue work. They trained as a canine search team for over three years. Robert was also an active member of the UCOL Civil Defence team until he left UCOL to come and work for EMD.

His qualifications include a Diploma in Primary Teaching, a Certificate in Teaching English to Speakers of Other Languages (TESOL), an Advanced Certificate in Adult Teaching and a Bachelors Degree in Community Work and Social Group Work.

Robert is responsible for the development of teaching, learning and assessment materials for the courses that the Emergency Management Department runs as part of the Tai Poutini Polytechnic's diplomas, certificates, and short awards.

Tammy Cullen

PROGRAMME ADMINISTRATOR

Tammy comes to Emergency Management Department from the New Zealand Army with 14 years experience as an Administrator.

Tammy’s last job saw her employed in a challenging role as the Health and Safety Officer for Linton Military Camp, where her main effort was to ensure Linton Camp was compliant with the HSE Act.

Tammy holds a National Diploma in Business Administration and National Certificate’s in First Line Management, Business Administration and Business Administration and Computing.

Warrick Price

PROGRAMME LEADER (SAR)

Warrick previously worked for a private education provider, Trade and Commerce in Levin as the programme manager for Course Xtreme, a youth course that offers the students employment skills and NCEA level 1&2. He has been running this course in Levin for the last 6 years and managed a small campus with 5 staff.
Warrick has qualifications in: Diploma in Adult Education-Level 6, Certificate 4098 Assessing in the work place, Diploma in Outdoor Leadership, Certificate in Search and Rescue, Current MSC Outdoor First Aid Certificate.
He is a volunteer with Horowhenua Search and Rescue Group and has been in this group for 20 + years. Currently he is the Vice President Adviser to the police and Group representative to the National organisation, has recently been selected for the National SAR group and also works very closely with the Mountain Safety Council helping to run courses introducing beginners to the bush in a safe and supported environment. He is a qualified Bush 1&2 Instructor and helps run a variety of courses for the public.
